3E is proud to offer a full-service project management menu from which the Client can source the support he or she feels will best provide for the completion of their project.

● 3E will follow the contract program and scope of works to ensure that all standards are upheld and all expectations are superseeded by coupling structure and diligence with decades of management experience and cultivated industry relationships.

● 3E will enhance and improve outcomes by working daily side by side with the Client, contractors and service providers, ensuring that both adherence to timeline and fiscal responsibility lead all efforts.

● At 3E, Clients build a custom-made portfolio that best suits their individual project and their personal goals by choosing from a menu that ranges from a full project management package, including but not limited to all elements of the 3E Services; or a tailor-made package utilizing only particular aspects of the project management menu that complement each unique Client program.

Procurement

With 3E Procurement Services menu, purchasing needs for projects can be met both domestically and internationally, singularly or in bulk. Regardless if your purchase is outside of the BVI or within, 3E saves the Client time and aggravation by providing the highest standards in procurement, delivery and quality control for any market

● At 3E, the Client’s procurement needs on all levels can be met by utilizing a three-competitive bid system for all major purchases or by simply requesting runs to a local store or calls to other Islands’ to find that essential item that sees a job through.

● 3E’s procurement strategy address all possibilities, reacting throughout the duration of any project to changes in initial quantities generated by a contractor or quantity surveyor or to pressing needs like the purchase of small detail fixtures or items that fill a gap or accommodate an unforeseen variation.

● With major purchases, 3E supplies a competitive price list of products based on preferences and specifications that also reflects availability and estimated arrival times to site.

● Naturally, 3E’s Procurement Services dove-tail and enhance the available Logistical Services where in addition to follow up on delivery and transport to the BVI, inspection of quality of product ensures purchasing satisfaction or alleviates the Client’s burden by launching 3E’s role facilitating returns, following up warranties and holding sales reps and suppliers accountable to their commitments.

● Photo reports of materials and equipment will be issued upon receipt to confirm their safe arrival and condition.

Logistics

One of the most difficult challenges with any project in the BVI is surmounting the logistical complications that come with delivering materials, equipment, resources and FF+E (furniture, fixtures, equipment) to their final destination.

● 3E provides a wide range of logistical solutions from point of sale to Client’s project or storage facility from within the BVI or farther abroad such as the greater Caribbean, USA and Europe.

● 3E utilizes decades of experience to find the most efficient and economical routes available to move materials and supplies and thereby minimizes or prevents delays in program or unnecessary expense, whether it be local logistical coordination utilizing barges, heavy equipment and trucks or bringing into the BVI cargo via container ships and planes.

● Included in 3E’s Logistical Services, Clients can also opt for additional off-loading services executed by a ready team of manpower and heavy equipment so that all cargo can be placed safely on site and organized for quick access and installation.

Reporting (Progress + Financial)

Per the Client’s request, reporting can be submitted on a weekly, fortnightly or monthly basis.

● Basic dashboard reports can be sent to ensure the Client a consistent bird’s eye view of progress by including both program and fiscal summaries.

● More detailed reporting will consist of a full photo essay utilizing before and after comparison shots when necessary. Each photo will be captioned and followed by a brief description, highlighting progress and flagging areas of potential concern.

● Comprehensive reports will consist of features including but not limited to the following areas: program completion markers; percentage of progress tables; upcoming program target dates; upcoming major program events; financial summary of works completed; financial projection of upcoming works; and ultimately, if applicable, snagging lists and projected costs to complete.

● In addition to informational reporting, 3E also provides in depth financial monitoring, analyzing and summarizations.

● Clients can opt for 3E to provide full financial services including the payment of all contractors, service providers and government agencies captured monthly with updated financial accounting spreadsheets and copies of invoices with notes where necessary.

● Where full financial services are not required, Clients can receive a monthly financial summary that includes both the cost of the works as well as any over and above expenditures.

● Financial tracking can be as general or as specific as the Client would like, using a budget by category, purchase order and tracking system that can reflect the expenditures of any aspect of the scope of works regardless of how minor the detail.

Brokerage, Customs, Port + Permits

In 2016 the BVI Customs Department moved all operations to an online digital program, CAPS, thereby streamlining their processes, yet complicating matters for those that are not registered or have ever used the system before. In cooperation with Working For You, the BVI’s premier brokerage firm well-versed in the CAPS process, 3E follows all documentation from Broker; to Customs; to Accountant General; to Port Authority, ensuring all government communications and forms have been completed, submitted and followed through to official cargo release.

● 3E meets and works directly with Customs Agents, Department of Agriculture representatives and any other government branches during inspection of containers, as well as consulting with Port Authority to ensure the smooth transfer of cargo from Port to barges or trucks. In a final report confirming the official release of materials and supplies, original and digital copies of all Customs paperwork, Port fees and release documentation are furnished for the Client’s review.

● Remodeling, partial rebuilds or ground-up construction, often require permitting. To relieve the Client of the time consuming complications involved in obtaining permits, 3E offers full and partial services that range from facilitating and collecting all necessary documentation that accompanies a permit application; to submission of the application to the appropriate departments and committees; to the necessary follow up and movement of application from one entity to another; to assisting inspectors during site visits to obtain required signatures; to finally reporting inspection outcomes and providing digital copies of each signatory phase.

● With many years of experience communicating with and developing well-respected, professional relationships with different BVI government branches such as the Premier’s Office, Town and Planning and the Department of Natural Resources, 3E can ensure that all necessary applications and permits are submitted and processed according to BVI rules and regulations as well expedite, provide further documentation and register appeals if required.

Representation

Considering his or her distance from the project, 3E can confidently represent the Client in a variety of meetings with contractors, government officials, sales representatives, law firms, banking institutions, insurance agencies / adjusters and general service providers.

● By collaborating via phone calls, messaging and video with the Client prior to the meeting, 3E will work to set up a very specific agenda with Client endorsed clear cut goals and non-negotiable outcomes.

● 3E fully respects the Client’s position and in his or her absence will not waiver from the agreed upon agenda and will always defer any commitments—program, financial or otherwise—that do not fully comply with or represent the Client’s wishes.

● Upon completion of each meeting, 3E will furnish the Client with a written summary, highlighting successes and flagging concerns as well as posing questions that may be required for follow-up. Audio recordings can also be made available in addition to the reporting as outlined above.
